In May 1939, Barney Hurwitz, President of the Belfast Hebrew Congregation and a farmer from Millisle, Co. Down named Lawrence Gorman signed an important document over a drink in Mooney's Bar.

That document was the lease of what would become a refugee settlement at Ballyrolly House, Millisle, Co. Down. Leo Scop and Maurice Solomon from the Belfast Jewish Community also negotiated the lease.
